How does IOE central admission work?
Central admission at IOE runs on three scheduled merit lists, not on college offers. Each list is published by 10:00, carries a complaint window from 11:00 to 14:00 that same day, and is reissued in revised form by 18:00; anything after the third list is run by the individual campus rather than centrally. Your priority order is safe to fill honestly — put the college you genuinely want first, because a lower choice cannot pull you out of a higher one you already qualified for, and your rank alone decides whether you qualify. Two rules cost people seats every year. You cannot hold two seats at once: an earlier admission must be formally cancelled before a new one can be recorded, and cancelling costs money. And a seat is not real until your name is recorded on the central admission portal — a campus that fails to record you leaves you not admitted, and the procedure puts that on the campus.

Two rules cost people seats every year and both are procedural rather than academic. You cannot hold two seats at once, so an earlier admission has to be formally cancelled before a new one can be recorded — and cancelling is not free. And a seat only exists once your name is recorded on the central portal; a campus that tells you that you are admitted but does not record you has left you not admitted, and the procedure places that duty on the campus rather than on you. Check the portal yourself rather than trusting a verbal confirmation.
