Every BE seat is allocated by IOE, not by colleges. When the form opens we walk you through it.
Straight answer on seats: no college can hold or guarantee a seat for you outside the official IOE allocation. Anyone who says otherwise is selling you something. What this form does is put you first in the queue for information and support, so you are ready the day the process opens.
