Programmes and seats
Civil, Computer and Electronics: what the four years contain.
What do BCE, BCT and BEI mean?
The three BE programme codes are mixed up constantly, including by directory sites: BCE is Civil, BCT is Computer, and BEI is Electronics, Communication and Information Engineering. All three run four years, all three award the same Tribhuvan University degree, and all three are entered on the same IOE entrance rank — so the choice is properly about the work you want to do, not about the fee or the cutoff. What the four years demand is fixed by TU rather than by the college. You need at least 70% attendance to sit a semester examination, and you must pass the Internal Assessment in every subject; failing the internal assessment bars you from that subject’s semester examination outright. A four-year programme must be completed within eight academic years, and there is no provision for re-examination after that. Cheating carries cancellation of that examination plus a one-to-four-year ban, publicised through the media.

This section covers two things students usually research at opposite ends of the process: which programme to enter, and what the programme then demands of you once you are in it. The second half matters more than most applicants expect, because the rules on attendance, internal assessment and time limits are set by Tribhuvan University rather than by the college — which means changing college does not change them.
Which answer you need

- If you are genuinely undecided between the threeShould I choose Civil, Computer or Electronics engineering?
- If you want to know what attendance is required to sit an examWhat attendance do I need to sit IOE semester exams?
- If you have failed or missed a subjectWhat happens if I fail or miss a subject at IOE?
- If you want to know how long you have to finish the degreeIs there a time limit to complete a BE at IOE?
- If you want the disciplinary rules in writingWhat is the IOE student code of conduct, and what are the penalties?
Because the syllabus, the examinations and the degree are identical across the whole TU system, the programme choice is properly a question about the work you want to do rather than about cost or cutoff. The constraints worth knowing before you enrol are the ones that bite later: at least 70% attendance to sit a semester examination, a pass in the Internal Assessment of every subject before you may sit that subject’s paper at all, and a four-year programme that must be completed within eight academic years with no re-examination provision after that.
