This is arithmetic, not a survey. The area on your lalpurja is the legal one. Only the Survey Department can establish what a plot actually measures.
Two systems that do not meet at a round number
Nepal measures land two different ways, and which applies depends on where the land is. The hills and the Kathmandu Valley use ropani, aana, paisa and daam. The Terai uses bigha, kattha and dhur.
Within each system the divisions are clean: 1 ropani is 16 aana, 1 bigha is 20 kattha. Between them nothing is clean. One bigha is about 13.31 ropani. That is not a rounding artefact. A ropani is a square 74 feet on a side, a bigha a square 270 feet on a side, and neither was derived from the other. A Terai seller quoting per kattha and a Valley buyer thinking per aana are about 10.6 times apart on the same ground.

Metric values are derived from those exact squares using the international foot (0.3048 m exactly), not stored as a pre-rounded 508.74 m². Converting through a rounded constant is how a long chain of conversions quietly drifts.
Why 2-3-1-0 as well as 2.19
No land certificate says "2.19 ropani". It says ropani, aana, paisa and daam as four whole numbers. A decimal is right for arithmetic and wrong for paperwork, so both are shown.
Area does not give you dimensions
One ropani can be a 74 ft square, or 148 ft by 37 ft, or any pair with the same product, and the road frontage differs enormously between them. Be careful with any tool offering to tell you a plot's dimensions from its area. It is guessing.
