Where this table came from. Seven Nepali sites publish an NEA bill calculator and they do not agree with each other — different block boundaries, a single service charge quoted for a whole meter size, and the VAT rule given as 13% on the whole bill by one and 5% above 50 units by another. The schedule here is the one the Commission publishes in its own consumer calculator. The Commission badges this schedule as its FY 2081/82 approved rates and no later domestic order was found. Sites advertising a different “2083/84” domestic table do not agree with the regulator or with each other.
An estimate of the energy part, not a copy of your bill. Arrears, meter rent on some connections, a changed meter, a corrected reading and any local charge are outside this. If your bill is close to this figure the difference is one of those; if it is far off, check the reading first.
A 5A meter never pays for its first 20 units
The Commission's order gives 5A consumers a zero energy rate on the first 20 units, and it does not withdraw it when they go over. A 5A household using 100 units pays Rs 700.00 of energy charge — the first 20 units still cost nothing, and only the units above them are charged.
Several published calculators charge Rs 3 a unit for those first 20 as soon as consumption crosses the band, which produces a bill about Rs 60 too high every month. The Commission's own table has a zero in that cell at every consumption level.
The demand charge is not a fixed line rental
It steps. A 15A consumer pays Rs 50 at 20 units and Rs 175 above 400 — same meter, same house, more than three times the standing charge. It is set by the block your total consumption lands in, so it jumps the moment you cross a boundary, on top of the higher rate on the units themselves.
That is why a month that creeps from 149 to 151 units costs more than two units' worth. The tool prints the block you are in so the next boundary is visible before you cross it.
VAT arrived on electricity in July 2026
Domestic consumers pay nothing up to 50 units a month. Above that, 5% applies to the energy charge on the units above the threshold — not to the whole bill, and not to the demand charge. Commercial and industrial connections pay 13% on the full bill.

Pay within a week and take 2% off
The rebate runs from the meter reading date, not from the day the bill reaches you — which is why a bill can already be late before anyone has seen it. Pay within 7 days for 2% off; there is no fine until day 16; then it climbs.

Reading your own meter
The second mode takes two readings and subtracts them, which is how the question is actually held — you have the dial in front of you and last month's bill in your hand. It is also the cheapest way to catch a billing error: if the previous reading printed on your bill does not match what the meter said last month, the estimate is what needs challenging, not the tariff.
