Are there reserved IOE seats for staff or their children?

Yes. Permanent IOE teachers and staff past probation may apply for reserved seats with prior written approval from the Dean’s office, and their children apply with a recommendation letter.

The booklet provides for reserved seats connected to Institute of Engineering staff, with a documentation requirement attached to each route.

Permanent teachers and staff
Past probation. Must obtain a prior approval letter from the Dean’s office of IOE and submit an attested copy with the application
Children of teachers and staff
Must submit a recommendation letter from the office where the parent works, along with the application

What this does not change

The entrance examination and the merit list still apply. A reserved category affects allocation, not eligibility, and it does not substitute for passing the entrance.

If you might qualify under more than one category

The same principle the booklet applies across all its reserved categories applies here: a reserved seat is not held open indefinitely. Where a reserved quota is not filled by applicants entitled to it, the booklet says those seats are published to open applicants instead. That is why these two seats can quietly become ordinary merit seats in a year when nobody eligible applies for them, and why they are worth asking about rather than assuming.

Section 7.3 of the booklet, page 18. This is a documentation requirement rather than an entitlement, and the approval has to be obtained before applying, not afterwards.
