What is the difference between an IOE Regular and Full Fee seat?
Regular seats are heavily subsidised and allocated on merit; Full Fee seats cost roughly nine times as much for the same degree. They are separate seat pools with separate counts.
Constituent campuses admit into two categories with the same curriculum, the same examinations and the same degree, at wildly different prices. Which pool you are in is decided by your position on the merit list, not by anything you choose.

Why it matters when you set your priority order
Where a campus runs both, they are separate seat pools with different counts, and being allocated to one rather than the other changes the cost of your degree by several lakh. Confirm which list you are on before you commit, and ask in writing.
You may be able to move later
A Full Fee to Regular transfer remains allowed after roll numbers are issued, if a Regular seat falls vacant in your programme. That makes it worth asking your campus periodically rather than assuming the categories are fixed for four years.
