When is each IOE fee payment due?
Semester by semester. At a constituent campus the first payment is Rs 17,669 on a Regular seat or Rs 2,16,470 on a Full Fee seat, then one semester's charges each semester after that.
IOE's published fee sheet is built as a schedule rather than a single price, which is why the four-year total is misleading on its own. The first payment carries three things at once: one semester's charges, the whole one-time block, and all three deposits. After that you pay one semester's charges seven more times. On a Full Fee seat that is Rs 2,16,470 on day one and Rs 52,766 each semester after; on a Regular seat, Rs 17,669 then Rs 6,974. The booklet sets no instalment arrangement inside a semester, and it names only two situations where the method of payment is specified at all. Both are unusual, and neither helps an ordinary applicant spread a bill.

Is there an instalment plan within a semester?
The booklet does not describe one. It publishes a per-semester total and a first-admission total and stops there, so anything more generous than paying a semester at a time is a campus arrangement rather than a published entitlement. That is worth asking about directly rather than assuming, and worth getting in writing, because nothing in the document obliges a campus to offer it.
What if the programme runs past eight semesters?
You pay for the extra ones. The notes to the fee section state that programmes taught over more than eight semesters attract additional semester fees on the same basis. The published four-year totals therefore assume you finish in four years, which the separate eight-academic-year time limit makes clear is not guaranteed.
When does the booklet specify how you pay?
Twice, and both are narrow. Admission on the reserved quota for government offices and government-owned institutions is accepted only by cheque drawn by the sponsoring institution, so a sponsored candidate cannot pay their own fee. And a student transferring to a full-fee programme at another campus must pay the entire fee for the remaining period in a single lump sum, with fifteen days' notice to the campus administration before the semester starts.
What happens if a payment goes in and you then leave?
The cancellation ladder decides that, and it is measured from the day classes begin rather than from the day you paid. For the 2083 intake that date is 16 November 2026. There is one group with no refund at any point: anyone admitted in the vacant-seat round that runs after classes have started.

Class-start date and the vacant-seat round from items 12 and 13 of the IOE Centralised Admission Monitoring Committee's 2083 admission operating procedure, which supersedes the booklet on dates. The booklet is silent on instalments within a semester, and this answer says so rather than inferring one.
