Is the hostel free at Imperial College of Engineering?

Yes, for enrolled students, for all four years, and the daily bus from Koteshwor is free too. Food in the mess is paid separately.

Why this is worth stating rather than assuming

IOE’s own booklet says daily transport to campus is the student’s responsibility, and at constituent campuses hostel maintenance is charged "as per campus decision", so a place there is neither free nor guaranteed. Those are the baselines these two inclusions sit against.

Two honest caveats

Ask the office for the current bus pickup time and stops rather than relying on a web page, because those change. And if you are coming from the far side of the valley, ride the route once before you plan around it: the bus covers Koteshwor to Tathali, not your journey to Koteshwor.
