What happens if you miss the Purbanchal entrance, or want a different college?

This university publishes something no other system in this library does: a written rule for a second entrance examination. If less than half the seats in a programme fill after the first round, the faculty may run a re-entrance, and the procedure says it should run within thirty days of the first admission deadline closing. A candidate who has passed may also take that result to a different college of the same faculty, if it has a vacant approved seat and agrees.

Every admission system in this library has some mechanism for seats that do not fill, and most of them are announced ad hoc when it happens. Purbanchal University wrote its one down. Dafa 8 of the Unified Procedure 2082 is headed "arrangement regarding the re-entrance examination" and applies specifically to the Faculty of Engineering, which is the only faculty of this university that runs a full entrance examination rather than a scholarship one.

When a second examination runs

The first entrance examination is held and the admission period after it closes.
If the quota the university has determined, meaning fifty per cent or more of the seats fixed for a programme, has not been filled, the faculty dean analyses the total seat count of all colleges against the total number of students actually admitted.
The dean then decides, in consultation with the Vice-Chancellor, whether to run a re-entrance examination.
If it runs, the procedure says the university conducts it, as far as possible, within thirty days of the date the last admission deadline ended after the first result was published.

Two details in that sequence change what a candidate should do. The trigger is a system-wide analysis rather than a per-college one, so a college with empty seats does not by itself produce a second examination. And the decision is discretionary: the procedure says the dean takes the necessary decision on whether to conduct one, not that one must be held. A re-entrance is a real published route and it is not a guarantee.

What a re-entrance is worth if you already sat the first one

Scholarships are the part where the two examinations are kept strictly apart, and the rule cuts against anyone hoping for a second bite. If merit or reserved scholarship places are still vacant when a re-entrance is held, they go to the top scorers in the re-entrance. The procedure then says, in dafa 10.1, that candidates who were in the first examination's merit list cannot claim them. So a scholarship that goes unfilled in the first round is passed forward to new candidates rather than down the existing list.

Taking a pass to a different college

Purbanchal separates passing the entrance from choosing where to study more cleanly than most systems do. Under dafa 6.4, a student who has passed the entrance examination for a college or campus under a faculty may, before admitting there, study at another college or campus of the same faculty instead. Two conditions attach: the other college has to give admission permission, and its approved seat count has to still be vacant. The faculty's own English description of admission says the same thing in plainer words, that candidates who pass the entrance can be admitted to any of the constituent and affiliated colleges according to the process the entrance committee runs and the colleges follow.

That is a genuinely useful right and it has one large exception. It does not carry a scholarship with it. A scholarship holder who transfers college loses the award at the campus they were studying at, may move only as an ordinary fee-paying student, and the vacated scholarship goes to the alternate candidate of the same group already studying at that college. If you hold a scholarship, the college you name is effectively the college you finish at.

The rule that binds the college rather than you

One more provision is worth knowing because it explains why colleges care about this process at all. Once the faculty has distributed scholarship seats to a college, dafa 7.2 says no other student may be admitted into a vacant scholarship place without the dean's prior written approval, and where approval is given the college must pay the university double the normal per-student affiliation fee for each of those seats. A college quietly selling a scholarship seat is therefore expensive rather than merely irregular.
