Which are the IOE constituent campuses?
Five: Pulchowk in Lalitpur, Thapathali in Kathmandu, Purwanchal in Dharan, Paschimanchal in Pokhara, and Chitwan Engineering Campus at Rampur.
The Institute of Engineering runs five campuses of its own, alongside the ten TU-affiliated private colleges. These five are where the subsidised Regular seats exist.

All five admit in two categories
Regular and Full Fee. Regular students pay the minimum tuition, and the remaining applicants may be admitted under the full-fee programme. The two are separate seat pools with separate counts and a fee difference of several lakh across four years.
Chitwan is the newest
Established following a Government of Nepal decision in 2074 BS, and set up in 2075 BS on roughly 40 bighas at Rampur in Bharatpur. It currently teaches Architecture at bachelor level, which makes it the exception in this list rather than a general-purpose choice.
Which matters for the Regular seat question
If a subsidised seat is what you need, these five are the only places it exists in the IOE system. A private affiliated college has a 10% Regular-rate obligation but that is a different and smaller thing.
