Which private engineering colleges are affiliated to Tribhuvan University?
Ten, as listed in IOE’s own 2083 booklet. Seven are in Lalitpur, two in Bhaktapur and one in Kathmandu.
This is IOE’s own list of the ten private colleges affiliated to Tribhuvan University under the Institute of Engineering, with the districts as the booklet gives them.

How many students each one takes
The same booklet publishes an intake target for every affiliated college, which is the figure worth having when you are judging how realistic a place is. A college taking 96 students across two programmes is a materially different proposition from one taking 384 across five, and neither is better — but the odds, the class sizes and the breadth of programme choice all follow from it.

Those ten targets sum to 2,304 places. For scale, the five constituent campuses together target 2,040, of which only 630 are Regular seats and the remaining 1,410 are Full Fee — so the affiliated sector is slightly the larger half of the system by headcount, and subsidised Regular seats are under a sixth of the whole system.
Three things the list tells you
You must pass the IOE entrance to be admitted to any of them, on the same exam and the same merit list as the constituent campuses. Each is required to admit 10% of its intake at a fee equivalent to IOE’s Regular rate — between 10 and 38 seats depending on the college. And the booklet publishes fees only for the constituent campuses, so every private figure has to come from the college itself, dated and in writing.
Alongside these sit five constituent campuses
Pulchowk (Lalitpur), Thapathali (Kathmandu), Purwanchal (Dharan), Paschimanchal (Pokhara) and Chitwan Engineering Campus (Rampur). Fifteen providers in total under IOE.
Section 2.6 of the booklet, page 9. Note the entry reading "Janakpur Engineering College, Bhaktapur": that college now operates as Imperial College of Engineering, and the booklet places it in Bhaktapur, not Lalitpur.
